摘要 实现可持续的公众参与已成为新时期我国社区规划的重要内容。已有的研究大多聚焦规划技术改进,对居民参与能力的关注不足。基于参与式规划赋权的视角,本文结合赋权理论从认知、互动、行为三方面对参与能力的理解,构建参与式社区规划影响居民参与能力的分析框架,以云浮市云吟村为案例,分析参与式社区规划影响居民参与能力的内容和机制。研究显示,居民参与能力的变化,表现为对社区发展愿景的逐渐转变、解决问题的能力得到提升、参与社区规划的行为深入,其中,规划师在对居民启蒙、学习、实践和自我发展阶段的教育赋权过程中发挥了主导作用,政府的政策制定、组织机制和制度体系建设保障了公众参与的长期开展。未来需要对居民个体进行追踪研究,以深入解释认知、互动、行为三方面能力之间的关系,需要进一步选取城市社区案例,以丰富对居民参与能力的探讨。

Abstract Achieving sustainable public participation has become an important part of community planning in China in the new era. Existing researches mostly focus on the improvement of planning technology and pay insufficient attention to the participation ability of residents. Based on the perspective of participatory planning empowerment and combining with the empowerment theory, this paper constructs an analysis framework of the impact of participatory community planning on residents' participation ability from the perspectives of cognition, interaction and behavior. Taking the collaborative workshop of Yunyin Village in Yunfu City as a case, the content and mechanism of the impact of participatory community planning on residents' participation ability are analyzed. The research shows that the change of residents' participation ability is reflected in the transformation of the vision of community development, the improvement of the ability to solve problems, and the deepening of participation in community planning. Among them, planners play a leading role in the education empowerment process of residents in the stages of enlightenment, learning, practice and self-development. The government's policy formulation, organizational mechanism and institutional system construction guarantee the long-term development of public participation. In the future, it is necessary to conduct follow-up studies on individual residents to deeply explain the relationship among cognitive, interactive and behavioral abilities, and further select urban community cases to enrich the discussion on residents' participation ability.
