摘要 本文基于对理论研究、国际共识、政策标准和具体实践的分析研究，从社区发展和社区治理两个角度确定社区发展治理的特征标签，针对社区标签，在 Gis平台中利用 POI、“三调”等数据，对社区发展治理特征进行分析，总结出八个方面的特征，再采用 Matlab 软件进行编程，实现 K-means 数据聚类，最终推导出基于成都市社区发展治理特征的社区类别，进而实现对成都市全域社区的精准化分类施策。

Abstract Based on the analysis and research of theoretical research, international consensus, policy standards and specific practices, the thesis determines the characteristic tags of community development governance from two perspectives of community development and community governance, and applies POI, the third national land survey and other data pairs to the community tags in the Gis platform. First, analyze the characteristics of community development governance. Then organize them into 8 aspects. Next, programing Matlab to realize K-means clustering. And finally derive the community category based on the characteristics of Chengdu community development governance, so as to achieve the accuracy of the Chengdu community Classification strategy.
