随着上海新一轮总体规划编制的启动，上海对“多规合一”背景下的城乡规划体系优化展开了思考，也对超大城市的农村地区如何实现规划土地资源精细化管理展开了探索。建构科学、简洁、实用的镇村规划体系，有效盘活农村地区的土地、生态、风貌、文化等各类资源，是上海村庄规划建设瓶颈的突破口，也是打造与上海 “卓越全球城市”建设目标相匹配的郊野乡村地区的实现路径。本文分析了当前上海村庄规划编制的新背景和新要求，剖析了现阶段村庄规划编制和实施存在的难点和薄弱点，并从多个层面深入探讨了“多规合一”背景下村庄规划编制的创新思路和实施途径。

英文摘要
With a new round of Shanghai Master Plan, this paper reflects on the optimization of urban and rural planning system in the context of “the multiple planning united”, and explores how to realize the meticulous management of planned land resources in rural areas of mega-cities. To construct a scientific, simple and practical system of urban and rural planning, and revitalize the rural land, ecology, landscape, culture and other resources are the bottleneck of Shanghai rural areas' planning and construction. And they are also the implementation path matched the “Excellent Global City” of Shanghai. This paper analyzes the new background and the difficulties of current Shanghai village planning and construction, and gives the innovation planning methods for the village planning under the background of the multiple planning.
