摘要  规划图纸是国土空间规划规范性文件的重要组成部分。准确、直观、清晰的图形语言对有效传递规划意图、体现规划的公共政策特征、维护规划的严肃性和权威性具有重要的意义。本文借鉴地图学的相关理论研究，结合我国规划管理体系的特征，建构了国土空间总体规划的图形语言表达方法，特别是针对结构性图示方法提出了“模式空间”的概念，并从要素选择、模糊表达、逻辑层次、政策叠加四个方面展开阐述。文章还将图示方法与规划事权一一对应，提出了层级传导的变化特征，给出了“模糊—清晰”的图示表达途径。

Abstract   Planning maps are important part of normative documents of territorial spatial planning. From the perspective of public policy, the graphic language of planning should be accurate, intuitive and clear so that the planning intention can be effectively transmitted across different levels and bodies. Based on the theory of cartography and the characteristics of China's planning administrative system, this paper constructs a graphic language expression method for the comprehensive territorial spatial planning. It proposes the concept of pattern space for structural graphic expression, and presents the method from four aspects: element selection, fuzzy expression, logical level and policy overlying. The paper also discusses the importance of correspondence between graphic expression and planning authority, and suggests a "fuzzy to clear" graphic expression method to accommodate the inevitable modification among different administrative levels.
