摘要  我国老龄化问题日益加剧，劳动力人口严重短缺，落实以“居家为基础、社区为依托、机构为补充、互助养老为特色”的城乡社会养老服务体系，打造生态安全格局下的公共互助交往空间，将有助于推动我国积极应对老龄化社会的到来。发挥每一位老年人的主观能动性，让他们参与到社会共建共享的过程中来，在这样“积极老龄化”的背景下进行国土空间规划探索，将对我国的社会转型发展以及通过“积极老龄化”推动老年宜居环境建设和可持续发展，具有深远的意义。

Abstract  The aging problem is becoming increasingly serious in China, which has led to a serious shortage of labor force. To implement the urban and rural social pension service system which contains the concept of "family as the foundation, community as the support, institutions as the supplement, seniors mutual aid as the characteristics", and to create a space for public mutual assistance in the context of ecological security may help to promote China's active response to the coming of the aging society. Under the background of active aging, that is, giving full play to the subjective initiative of every senior person to participate in social construction, the exploration of the national territory development plan will be of positive significance to China's social transformation and the promotion of the construction and sustainable development of livable environment for seniors.
