Under the guidance of the national strategy of cultivating and developing the Hohhot-Baotou-Ordos-Yulin Urban Agglomeration, Ordos has further clarified the requirements for green development in building an innovation demonstration zone for the implementation of the Agenda for Sustainable Development. Seizing the opportunity of the national urban renewal strategy, Kangbashi District has been identified as a major strategic region to enhance urban development levels and explore high-quality urban development actions, thus becoming a leading and demonstration area for the industrial transformation and upgrading of resource-based cities driven by modern service industry, and creating a new engine of urban economic development in Ordos in the new era. The International Solicitation of Urban Design Proposals for Key Areas in the East of Kangbashi in the Central Urban Area of Ordos will be held.

 

鄂尔多斯市政府作为主办单位，鄂尔多斯市自然资源局、鄂尔多斯市康巴什区人民政府作为承办单位，中国城市规划协会作为组织单位，北京科技园拍卖招标有限公司作为代理机构。本次国际征集活动将公开邀请具有相关规划设计经验的设计机构前来申请应征，提交资格预审申请文件（以下简称“申请文件”）。通过资格预审选取5个应征人参加征集活动，并提交应征设计成果。

The Ordos Municipal People's Government will act as the Sponsor, Ordos Natural Resources Bureau and Kangbashi District People's Government of Ordos City as the Organizers, China Association of City Planning as the Organizational Unit, and Beijing Science Park Auction & Tender Co., Ltd. as the Agency. Design entities worldwide with related planning and design experience are publicly invited to participate and submit the Application Documents for Prequalification. The Sponsor will select five final applicants as Participants for solicitation of proposals and for them to further submit their design proposals for response.

Project name: International Solicitation of Urban Design Proposals for Key Areas in the East of Kangbashi in the Central Urban Area of Ordos

 

项目位置：鄂尔多斯市中心城区康巴什东部重点区域（以下简称“东部片区”）地处鄂尔多斯康阿城区的东部，是中心城区“一轴双城一片区”结构中“一城”的重要组成部分，是城市级中心和带动周边发展的重要极核。东部片区位于乌兰木伦河、阿布亥沟、吉劳庆川三河交汇区域，西临东康快速路，东接包茂高速，半小时可达伊金霍洛机场和鄂尔多斯高铁站，具有得天独厚的自然资源和交通优势，是康巴什区可塑性最强、开发潜力最大的优质地块之一。

Project location: Key Areas in the East of Kangbashi in the Central Urban Area of Ordos (hereinafter referred to as "Eastern Area"), located in the east of Kangbashi Azhen urban area of Ordos, is an important part of "one city" among the "one axis, two cities, and one area" in the central urban area, as well as a city-level center and an important core part that drives the development of surrounding areas. Located at the intersection of the Wulanmulun River, the Abuhaigou River and the Jilaoqingchuan River, the Eastern Area connects the Dongsheng-Kangbashi Expressway in the west and Baotou-Maoming Expressway in the east. It takes only half an hour from the Eastern Area to Ejin Horo International Airport and the Ordos High-speed Railway Station. With unique natural resources and transportation advantages, it is one of the best-quality plots with the greatest development potential in Kangbashi District.

本次国际征集工作研究范围应立足呼包鄂榆城市群发展的区域背景，站在鄂尔多斯市发展的全局，重点聚焦鄂尔多斯康巴什区开展规划研究。

The research of the International Solicitation should be based on the regional background of the development of the Hohhot-Baotou-Ordos-Yulin Urban Agglomeration, start from the overall development situation of Ordos City, and focus on the planning and research of Kangbashi District in Ordos.

 

（2）整体城市设计范围

（2）Scope of overall urban design

鄂尔多斯市康巴什东部片区，西至天骄路，南至乌兰木伦街，东至多日纳路，北侧包含考考什纳片区，共包含三个区域即原工业片区、原居住片区和考考什纳片区，面积约6.79平方公里（不含水域面积），编制深度应达到控制性详细规划阶段的城市设计编制深度。

The Eastern Area of Kangbashi District in Ordos extends to Tianjiao Road in the west, Wulanmulun Street in the south, and Duorina Road in the east. The northern part includes Kaokaoshina Area. There are three areas, namely the former industrial area, former residential area, and Kaokaoshina Area, covering an area of approximately 6.79 square kilometers (excluding the water area). The level of details should meet the requirement of urban design at the regulatory plan stage.

参与国际征集单位根据城市设计方案选取1平方公里重点地区开展深化城市设计及表达，编制深度应达到修建性详细规划阶段的城市设计编制深度。

The entities participating in the International Solicitation should select a key area of 1.0 square kilometer for in-depth urban design and expression according to the urban design proposal. The level of details should meet the requirement of urban design at the site plan stage.

设计目标：本次国际征集旨在立足鄂尔多斯市及康巴什区新发展格局，提出具有前瞻性、先进性的发展愿景，准确把握形势、深度研判区情，精准提出康巴什东部片区的功能定位，明确产业发展方向和布局，筹划三大片区主导功能并策划重点项目，构筑创新转型背景下的现代服务体系，大型企业总部、商务办公、创意研发为一体的城市功能区。设计方案应体现国际城市规划与设计前沿创新理念，协调各类空间资源利用与要素布局，提升城市空间品质与活力，营造景观风貌特色，高水平、前瞻性规划城市未来发展支撑系统，为康巴什东部片区的发展决策提供新理念、新思路和新方法，为资源型城市、生态环境脆弱地区及干旱地区等类似地区发挥示范效应。

Design goals: The International Solicitation aims to propose forward-looking and advanced development vision based on the new development pattern of Kangbashi District and Ordos City, precisely grasp the situation, make an in-depth review of the situation in the district, accurately determine the functional orientation of the Eastern Area of Kangbashi, clarify the direction and layout of industrial development, make plans for the leading functions and key projects of the three areas, build a modern service system in the context of innovation and transformation, and establish an urban functional area integrating large-scale enterprise headquarters, business offices, and creative research and development. The design proposal should reflect the cutting-edge innovative ideas of international urban planning and design, coordinate the utilization of various spatial resources and the layout of elements, improve the quality and vitality of urban space, create landscape features and characteristics, make high-level and forward-looking plans for the supporting system of future urban development, provide new ideas, new perspectives, and new methods for the development decision-making of the Eastern Area of Kangbashi, and play an exemplary role for resource-based cities, ecologically fragile areas, arid areas and similar areas.

设计任务：发展定位研究、整体城市设计、重点地区城市设计。

Design task: Research on development orientation, overall urban design, and urban design of key areas.

4. 应征申请人的资格

4. Eligibility and Qualifications of Applicants

4.1应征申请人（以下简称“申请人”）应为合法注册的法人实体或由合法注册的法人实体组成的项目联合体。

4.1 Any prequalification Applicant (hereinafter referred to as "Applicant") shall be a legal entity that has been legally incorporated in accordance with laws or a project consortium composed of legal entities that have been legally incorporated in accordance with laws.

 

4.2申请人应具有承担本征集项目规划设计的专业技术能力。

4.2 Applicants shall have the professional and technical ability to undertake the planning design of this solicitation project.

4.2.1中华人民共和国境内的申请人应具有城乡规划编制甲级或工程设计建筑行业（建筑工程）甲级及以上资质。

4.2.1 Applicants within the People's Republic of China should have a qualification certificate of Grade A for urban and rural planning or a qualification certificate of Grade A for architectural design (architectural engineering) or above.

4.2.2中华人民共和国境外的申请人须依所在国或所在地区的管理规定具有城乡规划或城市设计或建筑设计的执业许可或经营许可。

4.2.2 The Applicants outside the People's Republic of China should have a practice license or business license for urban and rural planning, urban design, or architectural design in accordance with the national or local administrative regulations.

 

4.3中华人民共和国境外的申请人须与境内的申请人组成联合体。

4.3 Any Applicant outside the People's Republic of China shall form a Consortium with an Applicant inside the People's Republic of China.

 

4.4香港、澳门特别行政区和台湾地区的设计机构的资格要求参照境外设计机构资格要求的规定。

4.4 The qualifications for design entities from Hong Kong and Macau Special Administrative Regions as well as Taiwan shall refer to the requirements of qualifications for design entities outside the People’s Republic of China.

 

4.5本项目接受联合体申请。联合体成员的数量不超过三个，组成项目联合体的各成员单位不得再以自己的名义单独申请资格预审，也不得同时加入本项目其它联合体申请资格预审，本项目不接受自然人及自然人组合的申请。

4.5 This Project accepts applications from a Consortium. The number of members of a Consortium should not exceed three. Any partner of the Consortium shall neither individually apply for the prequalification in its own capacity, nor concurrently apply for the prequalification as a partner of another Consortium. This Project does not accept applications from natural persons or combinations of natural persons.

 

4.6除联合体内部的成员外，参加本次国际征集的应征人之间不应存在关联关系。

4.6 Except for partners of a Consortium, Participants in the International Solicitation shall not constitute or bear any affiliations.

有意向参加应征的申请人需先在北京科技园拍卖招标有限公司网站（www.bkpmzb.com）下载资格预审文件领取登记表，填写完成后以Word版本E-mail至征集指定邮箱bkpmzbpmb@163.com或递交至北京科技园拍卖招标有限公司，代理机构收到登记表后，再将资格预审文件的下载密码发送给申请人。

Applicants who intend to participate in the solicitation must first download the “Registration Form for Application Documents for Prequalification” from the website of Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com). After completing the registration form, applicants should email the Word version to bkpmzbpmb@163.com or submit it to Beijing Science Park Auction & Tender Co., Ltd. 6. 申请文件的递交

申请文件递交的截止时间为2023年5月22日中午12时00分，申请人应在递交截止时间之前将申请文件递交至代理机构。主办单位、承办单位、组织单位和代理机构将拒绝接收逾期送达的申请文件。

The deadline for submission of application documents is 12:00 noon on May 22, 2023. Applicants shall submit such documents to the Agency before the deadline. The Sponsor, the Organizers, the Organizational Unit, and the Agency will reject any such documents that arrive after the specified deadline.

本公告在中国招标投标公共服务平台（www.cebpubservice.com）、中国政府采购网（www.ccgp.gov.cn）、鄂尔多斯市自然资源局网站（zrzyj.ordos.gov.cn）、中国城市规划协会网站（www.cacp.org.cn）、北京科技园拍卖招标有限公司网站（www.bkpmzb.com）同时发布。本公告的修改、补充以在以上网站发布的内容为准。

This announcement will be published on the China Tendering and Bidding Public Service Platform (www.cebpubservice.com), China Government Procurement Network (www.ccgp.gov.cn), the website of Ordos Natural Resources Bureau (zrzyj.ordos.gov.cn), the website of China Association of City Planning (www.cacp.org.cn), and the website of Beijing Science Park Auction & Tender Co., Ltd. (www.bkpmzb.com) at the same time. The amendment and supplement of the announcement shall be subject to the contents released via the websites aforementioned.

8.1知识产权

8.1 Intellectual Property Rights (IPRs)

8.1.1本次国际征集中接收的所有有效的应征文件（包括A3版面设计文册、电子文件、展板、模型和应征规划设计成果著作权声明等）均不退回。

8.1.1 Any valid response proposals (including A3 sized design books, electronic documents, exhibition panels, models, and Copyright Statement of planning and design proposals) received in the International Solicitation will not be returned.

8.1.2应征人对其设计成果享有署名权，在征得主办单位/承办单位书面同意后可通过传播媒介、专业杂志、书刊或其他形式评价、展示其设计成果的相关内容。除应征人的设计标准、设计导则和绘图元素以外，应征人不得将设计成果用于其他的设计项目。

8.1.2 Participants hold the right of authorship for their design results and can comment on and display such design results in the forms of media communications, trade magazines, publications among others after granted with the Sponsor/Organizers’ consent in written form. Except for Participants' design standards, designing guidelines, and drawing elements, Participants shall not use their design results in other design projects.

8.1.3应征人应保证提交的设计成果在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）或专有技术或商业秘密。应征人应保证，如果其设计成果使用或包含任何其他人的知识产权或专有技术或商业秘密，应征人应已经获得权利人的合法、有效、充分的授权。应征人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任应由应征人承担。

8.1.3 Participants shall ensure that all submitted design results have not infringed upon and will not infringe upon IPRs (including but not limited to copyright and patents) or proprietary technologies or trade secrets of others within or outside the People’s Republic of China. Participants shall guarantee that if their design results use or include IPRs or proprietary technologies or trade secrets of others, Participants shall have already obtained legitimate, valid and sufficient authorization from the right holders. Participants shall take all liabilities for any compensations arising from infringement upon IPRs or know-how or trade secrets of others.

8.1.4主办单位/承办单位有权在本项目的规划设计中使用应征人提交的设计成果，主办单位/承办单位在项目的规划设计中或在规划设计方案调整综合时可以全部或部分使用设计成果的内容，也可以对其进行修改。主办单位/承办单位不得将设计成果用于本项目以外的其他项目。

8.1.4 The Sponsor/Organizers have the right to use the design results submitted by Participants in the planning and design of this Project. The Sponsor/Organizers are allowed to use the design results in whole or in part in the planning and design of this Project or the adjustment and integration of the planning and design proposals, and have the right to modify them. The Sponsor/Organizers shall not use the design results for a purpose other than this Project.

8.1.5主办单位/承办单位可以对所有设计成果印刷、出版和展览，并可通过传播媒介、专业杂志、书刊或其他形式评价、展示、宣传应征规划设计成果，但应注明应征规划设计机构的名称。

8.1.5 The Sponsor/Organizers can print, publish and exhibit all the design results, or comment on, display and publicize the planning and design proposals via media communications, trade magazines, publications or by other means. The precondition is indication of the names of the planning and design entities for such design.

8.1.6建筑设计方案（如果有）的著作权归属于应征人，但景观小品及其建构筑物除外。

8.1.6 The copyright of architectural design proposals (if any) shall belong to the Participants, except for landscape embellishments and their structures.

 

8.2应征设计补偿金

8.2 Compensations for Design Proposals

承办单位将向按征集文件的要求在规定的时间内提交了有效应征文件的应征人支付应征设计补偿金，金额为人民币230万元（含税）。当应征人出现下列情况时，承办单位不予支付补偿金：

The Organizers will pay compensations for Designs Proposals to Participants who have submitted valid response proposals at the specified time in accordance with the requirements of the Solicitation Documents. The amount is RMB 2.3 million (including tax). The Organizers will not pay any compensation when Participants are under any of the following circumstances:

（1）应征人未按规定时间提交应征文件；

（2）应征人提交的应征文件经专家委员会评审被认定为未对征集文件要求作出实质性响应；

（3）应征人被取消应征资格。

（1）Participants fail to submit their response proposals within the specified time;

（2）The response proposals submitted by Participants are judged, upon the expert review, as not substantially responding to the requirements of the Solicitation Documents;

（3）Participants are disqualified.

 

8.3奖项的设置

8.3 Awards settings

本次国际征集将通过专家评审选出2个优胜应征规划设计成果，不排序。随后主办单位会将本次国际征集的优胜应征规划设计成果和其他应征设计成果向公众进行展示，接收社会各界的意见和建议，最终通过综合评估，确定排序第一和排序第二的优胜应征规划设计成果。排序第一的优胜应征规划设计成果的应征人可获得奖金人民币90万元（含税），排序第二的优胜应征规划设计成果的应征人可获得奖金人民币50万元（含税）。

The International Solicitation will select two winning planning and design proposals through expert review, with no ranking. After that, the Sponsor will publicize the winning planning and design proposals and other response proposals in the International Solicitation, receive opinions and suggestions from all walks of life, and finally determine which winning proposal ranks first and which ranks second through comprehensive evaluation. The Participant that ranks first for the winning planning and design proposals will be rewarded RMB 0.9 million (including tax), and the Participant that ranks second will be rewarded RMB 0.5 million (including tax).

 

8.4后续工作

8.4 Follow-up work

主办单位将委托获得优胜应征规划设计成果的应征人完成本项目的城市设计方案综合和控制性详细规划的编制，总费用人民币595万元（含税），其中城市设计方案综合费用为人民币290万元（含税），控制性详细规划编制费为人民币305万元（含税）。

The Sponsor will entrust the Participant whose planning and design proposal is selected as the winning proposal to complete the development of the general and regulatory plans for the urban design proposal of this Project, with a total cost of RMB 5.95 million (including tax), including the expenses for the integration of urban design proposals of RMB 2.90 million (including tax), and the expenses for the preparation of regulatory plans of RMB 3.05 million (including tax).

 

8.5人员安排

8.5 Personnel arrangement

境外应征申请人负责本项目主要人员请提前做好签证准备，以便入选为应征人后按期赴鄂尔多斯参加项目启动会、现场踏勘、方案汇报等。应征人主创设计师原则上必须参加项目启动会、现场踏勘、方案汇报等，如遇特殊情况主创设计师无法参加的，应提前向主办单位/承办单位作出书面说明。

Overseas applicants and main personnel responsible for this Project should get their visas prepared in advance, so that they can go to Ordos on schedule to attend the project kick-off conference, site visit, proposal report, etc., after being selected as Participants. In principle, the principal designer of a Participant must attend the project kick-off conference, site visit, proposal report, etc. If the principal designer is unable to attend the events under special circumstances, a written explanation should be given to the Sponsor/Organizers in advance.

 

8.6适用法律

8.6 Governing laws

本次征集活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国的法律和法规。

The solicitation per se and any documents relating thereto shall be governed only by the laws and regulations of the People’s Republic of China.

 

8.7语言

8.7 Languages

资格预审文件以及与资格预审文件相关的补充文件和澄清文件均使用中文和英文书写。申请文件应使用中文书写，申请人随申请文件提供的证明文件和印刷品可以使用另一种语言，但应附中文译本。在中文与其他语言的意思表达不一致时，以中文为准。

The language used in the Prequalification Documents and any supplement and clarification documents thereto shall be Chinese and English. Application Documents for Prequalification shall be drafted in Chinese. Another language can be used for the proof documents and printed materials that Applicants provide along with the application documents, but the version with Chinese translation shall be attached thereto. In the case of inconsistent expressions in both Chinese and another language, the Chinese version shall prevail.

 

8.8解释权

8.8 Power of interpretation

本次征集活动的最终解释权归主办单位/承办单位。

The Sponsor/Organizers reserve the power of final interpretation in view of the solicitation.
