Professional Biography:
Mary Kay Peck has been the Director Of Community Development for the
City of Henderson．Nevada since March of 1996.Henderson has been one
of the fastest growing cities in the United States for the past 13
years,growing an average of 1000 persons per month during that
time.She joined the City as Zoning Administrator in February of
1995.As Community Development Director,Mary Kay is responsible for
the administration of the City'planning and zoning activities.
Mary Kay previously served as Planning Director for Gallatin
County(Bozeman),Montana,for 12 years.Prior to that,she was employed
as Executive Director of the Dundee(IL)Area Intermunicipal Planning
Committee in the Chicago suburbs.Mary Kayhas a Masters Degree in
Urban Planning from the University of Illinois at Urbana-Champaign,and
a Bachelor of Science Degree in Urban Affairs from the University of
Evansville,Indiana.
In 2002,Mary Kay was elected president of the American Planning
Association.Mary Kay previously served on the Board of Directors of
the American Planning Association and is Past Chair of the Chapter
President's Council of APA.Mary Kay is past president of the Western
Central Chapter of the American Planning Association and Montana
Assciation of Planners.She is a member of the American Institute of
Certified Planners,and an associate member of the Urban Land
Institute.She is also a Certified Competent Toastmaster,serves on
the Roundtable Steering Committee for the Lied Institute of Real
Estate Studies at the University of Nevada Las Vegas(UNLV),and is on
the Executive Advisory Committee of the Regional Transportation
Commission.
Mary Kay has managed award-winning development code and planning
projects.She is a frequently-requested speaker,covering topics
including leaderrship,code revision,regional planning,and downtown
redevelopment.

The APA Approach to Planning and Cooperation with the PRC
APA President Mary Kay will provide a summary ofthe major features
of Planning in the Unted States.She will focus on the comprehensive
nature of planning.citizen involvement and the focus on the local
level of governmnet.She will describe how plans.Mary Kay Peck will
also describe the role of the American Planning Association in
America and describe APAs outreach to the People's Republic to share
and exchange ideas and work with Chinese organizations and cities on
a variety of specific programs.She will describe our training
program for mayors and officials,our extended senior planner
training program and ideas for future cooperation with CACP.Mary Kay
will conclude with a few major areas of concern in
planning:balancing private property rights with public policy
goals,environmental and cultural conservation and citizen
involvement.
