摘要 区域绿道是功能集成引领城乡融合发展的复合型廊道。在新时期国土空间规划体系中，区域绿道规划是涉及城乡资源要素最多的专项规划，是引领城乡资源组织框架从“以交通骨架”向“以生态骨架”转变的有力工具，是引领空间治理模式变革、促进生态产品价值实现的重要抓手。本文从国土空间治理的视角，梳理了区域绿道规划思想的演变历程，以成都市天府绿道七河绿带为例，针对绿道沿线资源要素均质、资源配置失宜、开发运营困难等问题，创新规划引领思路，通过对接国土空间“一张图”，建立资源价值评价体系，构建绿道选线技术平台；利用评价结果开展空间治理，重塑经济地理；转变领导工作方式，融合设计、开发、运营，引导片区开发，以期探索新时期区域绿道规划创新实践路径。

Abstract Regional greenway is a compound corridor leading the integrated development of urban and rural areas. As for territorial spatial planning system, regional greenway planning is a special planning that involves urban and rural resource elements. It is a powerful tool, leading the transformation of the urban-rural resource organization framework from "transportation framework" to "ecological framework", as well as an important starting point, leading the transformation of space governance model and promote the realization of the value of ecological products. This article emphatically combed the evolution course of the regional greenway planning idea from the perspective of national spatial governance. Taking Chengdu Tianfu Greenway Gihe Greenbelt as an example, aiming at the problems along the greenway, such as homogeneous resource elements, inappropriate resource allocation, difficulties in development and operation, innovation of planning leading ideas was made. This paper proposed to establish a resource value evaluation system and construct a greenway route selection technology platform by connecting a map of territorial space. This study believed that the evaluation results should be used to carry out spatial governance and reshape economic geography. Change the working mode of leadership, integrate the design, development and operation, guide the development of the area, in order to explore the innovative practice path of regional greenway planning in the new era.
