摘要 从国土空间规划体系的框架来看，自贸区空间规划属于特定区域和特定领域相融合的专项规划。本文在剖析自贸区基本特征的前提下，提出其国土空间规划的重点，即以区域协调为先导，协调好自贸区和其他片区、园区和城区的关系；以交通枢纽为引领，直接带动货物贸易的发展，积极促进服务贸易的发展；以产业提升为动力，做足基础产业，做优新兴产业；以空间优化为核心，促进增量用地和存量用地的联动发展，实现海关特殊监管区域内外的协调发展；以制度创新为特色，以新制度、新流程、新技术保障规划的落地实施。总之，要在“共性” 中彰显“特性”，在“特性”中反馈“共性”。

Abstract From the framework of the land spatial planning system, the free trade zone spatial planning belongs to the special planning integrating specific regions and specific fields. On the premise of analyzing the basic characteristics of the free trade zone, this paper puts forward the planning focus of the land space planning, that is, taking regional coordination as the guide, coordinating the relationship between the free trade zone and other areas, parks and urban areas; taking transport hubs as the leading, directly driving the development of goods trade and actively promoting the development of service trade; taking industrial upgrading as the driving force, making basic industries enough and emerging industries better; promoting the linkage development of incremental and stock land use and achieve the coordinated development within and outside the customs special supervision area with spatial optimization as the core; implementing the new system, new process and new technology to guarantee plan with institutional innovation as the feature. Highlight "characteristics" in "commonness", and feedback "commonness" in "characteristics".
