摘要 社区生活圈公共服务设施配置是影响社区生活品质的关键。当前社区公共服务设施配置存在对社区异质化人口结构响应不足、与行政管理机制衔接不足以及缺乏与社区生活圈发展要求相匹配的开发建设机制等问题。广州市在 2017年开展社区生活圈专项规划工作，对社区生活圈公共服务设施配置规划路径进行了重点探索，提出应首先建立从规划、管理到实际使用的全链条统一的社区生活圈空间划分。其次，兼顾公平与异质化需求，构建“标准表单式”设施配置模式，并结合需求提出差异化引导。最后，优化市场与政府的关系，创新设施开发建设机制。

Abstract Public facility configuration is the key to the living quality in community life cycle. At present, there are existing problems in the allocation of community public service facilities, such as insufficient response to heterogeneous population structure, insufficient connection of administrative management mechanism and lack of development and construction mechanism matching with the development requirements of community life circle. In 2017, Guangzhou city carried out the special planning work of community life circle, focusing on the exploration of the planning path of public service facilities configuration of community life circle, and proposed that the whole chain of unified space division of community life circle from planning management to actual use should be established first. Secondly, taking into account the demands of fairness and heterogeneity, a standard form-based facility configuration mode was constructed, and differentiated guidance was proposed based on the demands. Finally, this study proposed that the relationship between market and government should be optimized and the mechanism of facility development and construction should be innovated.
