中文摘要

历史文化风貌区保护规划编制与管理体系的建立与发展，对上海城市风貌保护和城市文化精神的传承起到了不可或缺的作用。本课题在研究上海市风貌区保护规划评估总体构架的基础上，择取衡复风貌区为实践案例，探索了规划管理全过程评估方法的可操作性，并运用“符合度”定量评估与“多方综合反馈”定性评估，考察了衡复风貌区实践的成效与问题，进而对风貌区保护规划的编制和实施管理提出了对策与建议，对后续评估工作的开展提出展望。

英文摘要

The conservation planning and administration system of historic area is the base of maintaining the urban historic landscape of Shanghai, and a feasible and flexible methodology is the key issue on assessing the conservation plan. Based on the case study on Hengshan-Fuxing historic area, it is verified that the process assessment methodology is practical, the effectiveness and efficiency is reviewed through the qualitative assessment and quantitative assessment, and advices are given on improvement policies for the conservation planning and administration system.
