摘要 城乡景观风貌是由自然山水、历史遗迹、公共空间、建筑及街道界面等要素共同构成的城乡形象，既包含自然景观，也包含人文景观。独具特色、风景优美的城乡景观风貌，是城镇发展的重要资产，也是城乡可持续发展的必然要素。随着城镇建设的快速发展，城乡景观风貌保护与塑造面临诸多挑战，自然生态环境恶化、重物质轻人文、重城轻乡、同质化等问题凸显，但目前尚缺乏纲领性的制度设计来支撑城乡景观风貌的科学管控。本文以广东省为例，从组织架构、景观风貌修复、城乡风貌规划设计以及实施管理等方面，探索法制顶层设计，以期为城乡景观风貌的依法管控提供参考，从而促进人居环境美化，提升城乡建设品质。

Abstract Urban and rural landscape features are composed of natural landscape, historical relics, public space, architecture and street interface and other elements, including both natural landscape and human landscape. Unique and beautiful urban and rural landscape is an important asset of urban development and an inevitable element of urban and rural sustainable development. With the rapid development of urban construction, the protection and shaping of urban and rural landscapes are faced with many challenges. The deterioration of the natural ecological environment, the emphasis on material and humanity, the emphasis on urban and rural areas, and homogeneity have become prominent. However, there is still a lack of programmatic institutional design. However, there is still a lack of programmatic system design to support the scientific management and control of urban and rural landscape. Taking Guangdong as an example, this paper explores the legal top-level design from the aspects of organizational structure, landscape restoration, urban and rural landscape planning and design as well as implementation management, so as to provide reference for the legal control of urban and rural landscape, so as to promote the beautification of living environment and improve the quality of urban and rural construction.
