摘要 临水而居、泽水而栖，是古人追求亲近自然的营城理念，伴随着工业化、城镇化的高速推进，人水争地的矛盾日益突出。从党的十八大召开以来，生态文明被提升到国家战略的高度，地方政府的发展思路从人水争地转向人水和谐。本文以合肥市南淝河为例，结合南淝河流域综合整治与蓝绿空间营建在规划、建设、管理上遇到的实际问题，尝试从城市单条河流的尺度，围绕“人水和谐的河流生态系统”总目标，以目标区域的特有问题梳理、指标体系空间构建传导、科学模拟和评价最优生态廊道为基础，从水环境综合整治、蓝绿线划定、生态岸线改造、垂河通廊构建、滨水空间建设指引、滨水空间项目管控等方面，探索蓝绿空间在规划、建设、管理等综合层面的融合营建路径，保障城乡生态安全，提升城乡空间环境品质，引导国土空间规划中的蓝绿空间分类细化、建设实施以及蓝绿线的划定，以期为国内其他地区探索蓝绿空间相关研究与实践提供借鉴参考。

Abstract With the rapid development of industrialization and urbanization, the contradiction between man and water for land has become increasingly prominent. Since the 18th National Congress of the Communist Party of China, ecological civilization has been promoted to the height of national strategy, and the development idea of local government has changed from the competition for land between people and water to the harmony between people and water. Taking Nanfei River in Hefei as an example, combined with the practical problems encountered in the comprehensive improvement and blue-green space construction of Nanfei River Basin, this paper attempts to focus on the overall goal of "harmonious river ecosystem with human and water" from the scale of a single river in the city, combing the specific problems of the target area, spatial transmission of the index system, and simulation evaluation of the optimal ecological corridor In order to ensure the ecological security of urban and rural areas, improve the quality of urban and rural space environment, and guide the classification and refinement of blue and green space in land and space planning, we should explore the integrated construction path of blue and green space in planning, construction and management from the aspects of blue-green line delineation, ecological shoreline reconstruction, vertical river corridor construction, waterfront space construction guidelines, and waterfront space project management and control in order to provide reference for other areas in China to explore the blue-green space related research and practice work.
