本文通过对中国现代城市规划发展历程的回顾， 从规划作用和规划体系内外关系的角度， 对我国城市规划的制度以及规划内容等方面进行了剖析， 揭示了中国城市规划体系构成的特点及其存在的问题， 为当今规划改革的讨论提供基。

英文摘要

Based on a brief review of the process that urban planning was performed in China since the early 20th century, this paper analyzes the institution and the structure ofthe planning system through the view of the role urban planning plays in city building and development, to revealthe constituent characteristics of urban planning in China and itsproblems and shortcomings.
