摘要：本文分析了北京新版城市总体规划编制的时代背景，总结了新版总体规划在突出区域协同、四个中心保障、底线思维、疏解重组、要素配置、文化传承和问题导向这七个方面的特点，同时结合规划实施面临的问题，介绍了“多规合一—任务分解—体检评估—督察问责”规划统筹实施机制的改革探索过程。

Abstract：This paper analyses the background of the compilation of Beijing's new urban master plan, and summarizes the characteristics of the new urban master plan in seven aspects: regional coordination, four-center construction, bottom-line thinking, deconstruction and reorganization, factor allocation, cultural inheritance and problem orientation. Combined with the problems in the implementation of the plan, this paper introduces the reform and exploration of the overall implementation mechanism of the plan of "multi-conformity—task decomposition—examination and evaluation—supervision and accountability".
