摘要  气候变化使人类的生存环境遭受严重的威胁,低碳成为各国家、地区、城市的发展目标。作为在城乡规划体系中占据核心地位的控制性详细规划,对低碳城市建设和发展具有至关重要的作用。现行的控规难以对低碳建设进行强有力的管控,变革和创新控规已是大势所趋,低碳理念与传统控规的结合必将成为我国控规发展方向之一。本文基于“中国知网”进行文献检索,得到 2010—2018 年有关低碳控规的研究文献,对其进行梳理和分析,将我国现有的关于低碳控规的研究分为萌芽期(2008—2010 年)和探索期(2011 年至今)两个阶段,并从碳排放研究、管控要素、指标体系、评估及管理四个方面对现阶段的研究内容进行分类,总结了近年来低碳控规的发展特征和研究不足,对低碳控规的后续发展进行了展望。

Abstract  Climate change has seriously threatened the living environment of human beings. Low carbon has become the development goal of various countries, regions and cities. As the core of urban planning system, regulatory detailed planning (hereinafter referred to as "regulatory planning") plays an important role in the construction and development of low-carbon cities. It is difficult for the current regulatory planning to control the low-carbon construction effectively. It is the general trend to reform and innovate the current regulatory planning. The combination of low-carbon concept and traditional regulatory planning will become one of the future development directions of China's regulatory planning. This paper uses CNKI to retrieve the research literature on low-carbon regulatory planning from 2010 to 2018, sorts out and analyzes the research literature, and divides the existing research on low-carbon regulatory planning into two stages: germination (2008-2010) and exploration (2011 to date). This paper classifies the current research content from four aspects of carbon emission research, control elements, index system, evaluation and management. This paper summarizes the development characteristics and research deficiencies of low-carbon regulatory planning in recent years, and looks forward to the follow-up development of low-carbon regulatory planning.
