行业协会的健康有序发展，与政府机构改革和职能转变、加强社会建设和创新社会管理的总体要求密切相关。在新形势下，如何把握好国家和地方的方针政策，符合市场改革导向，进一步促进行业协会的创新、转型和提升，这是地方行业协会必须面对的现实问题。本文结合上海市城市规划行业协会的实践，谈一些新形势下规划行业协会发展的体会与探索。

英文摘要

The association inevitably results from China’s socialist economic structure reform, which is bound up with alteration of government structure and function as well as guideline of social development and social management. Under the new situation, associations are confronted with a problem that how to promote capacity of associations in terms of innovation, transition and upgrading to keep up with brand new policy amendments. Based on personal experience, deliberation is indicated with the practice of Shanghai Urban Planning Trade Association (SUPTA).
