摘要 在经历过 2020 年初的突发公共卫生事件后，中央多次提出要加快推进新型基础设施建设。本文对新型基础设施专项规划的特征进行了系统分析，提炼出“包含内容广、规划方式新、规划方法多”三大特征。基于以上特征，本文结合成都市新型基础设施专项规划的实践案例，对新型基础设施专项规划的总体思路与技术创新点进行了梳理总结，以期为各地新型基础设施专项规划的编制提供参考与借鉴。

Abstract In the wake of the public health emergency in early 2020, the central government has repeatedly called for accelerating the construction of new infrastructure. This paper made a systematic analysis of the characteristics of special planning for new infrastructure, and extracted three characteristics: wide content, innovative planning methods and various planning methods. Based on the above characteristics, combined with the practical case of new infrastructure special planning in Chengdu city, this paper summarized the overall thinking and technological innovation points of new infrastructure special planning, in order to provide reference for the preparation of new infrastructure special planning in different places.
