现代城市是现代国家能力增长的主要载体，是一个国家引领性的发展力量，具有经济资源的高度集聚与物质形态的持续更新这两个现代性特征， 但它需要一个现代治理制度，才能保证集聚与更新的持续进展。本文聚焦于城市治理结构对城市发展的统合性，认为重建现代城市的物质空间和结构形态已经是一个不可能实现的“理想任务”,只能进行有机更新，避免“焦炭城”的老路，搭建“建筑设计、城市规划、城市管理与城市治理”之间的桥梁。现代中国重新思考现代城市存在的功能目标，从城市现代治理的视角出发，超越过度的工业区划驱动、经济中心诉求和政治权力管控的路径，为城市发展提供一个基于治理功能重建的可行的“细部更新路线图”—有利于生活的社区规划和治理体系、增强国家能力的空间集聚载体、城市物质空间规划的透明化参与机制、维持环境更新容量的生产区域提升、现代城市的民主管理方式，以及富有创新氛围的城市复合体。否则，传统的城市发展模式必然会带来城市发展的致命性困境。

英文摘要

The modern city is the foundation of modern national capacity and a national leading power which has two modern elements of a dense agglomeration of economic resources and continuously updatedregeneration, but it needs a governance system, to ensure the sustainable agglomeration and regeneration. We focus on the governance structure of the city and think that the reconstruction of modern city`s material space is an impossible ideal but only organic regeneration. China should avoid the past "coke city" to bridge architecture design, urban planning, urban management and urban management. Today’s China reconsiders the function of modern city from the perspective of modern urban governance, to provide a feasible detailed regeneration map based on the reconstruction of urban governance beyond the excessive drive of industrial development and economic center building and political power control demand for the urban development. They include one community planning and governance system helpful to people,slife, one spatial agglomeration for national capacity, one transparentparticipation mechanism for the urban physical space planning,one industrial promotion path which maintains environment capacity, one democratic management of modern cities, as well as the city complex with innovative surrounding. Otherwise, the traditional urban development model will inevitably lead to the fatal dilemma of urban development.
