本文在当前城市转型的背景下，分析了城乡规划行业转型所面临的两大问题，即国家层面的法律法规落后于自下而上的规划创新探索实践和新技术引发的规划编制异化。随后，相应地提出了城乡规划行业转型的应对策略和建议，城市规划行业应主动作为，靠改革找出路，靠创新求发展。

英文摘要

Under the background of the current urban transformation, this study analyzes the two major issues that transformation of urban and rural planning industry has faced, namely the lawsand regulations on the national level lag behind the bottom-up planning innovation exploration practice, as well as superficial planning caused by newtechnology.
Correspondingly, strategies and suggestions for urban and rural planning to cope with the transformation are proposed. The industry of urban and rural planning should take the initiatives to find a way out by reforms and seek development by innovations.
