摘要： 本文从理论上讨论数据驱动和超大城市社会治理的关系。文章论述了超大城市运行的复杂性对城市社会治理带来的挑战，说明数据驱动对完善城市管理和服务的积极作用。然后，本文进一步讨论了数据驱动对城市管理服务的体制和机制所具有的影响，并基于治理理论讨论数据驱动对超大城市社会治理的启示。

Abstract： This paper discusses theoretically the relationship between data-drive and social governance in megacities. It discusses the challenges brought by the complexity of megacity operation to urban social governance, and illustrates the positive effect of data-driven on improving urban management and services. Then the impact of data-driven on the system and mechanism of urban management services are described and the enlightenment of data-driven on megacity social governance based on governance theory is carried out by this paper.
